Push images to public.ecr.aws

What would you like to be added:

EKS node monitoring agent images should be pushed to public.ecr.aws similar to aws-ebs and aws-efs

Why is this needed:

This is to ensure consistency and allow image pulls outside of AWS as well for testing and inspecting images

We are authenticating and then downloading the images

The node monitoring agent is not present in the above list. This looks like a small change and can be done easily.
