[Feature Request] Package keybindings file by default

It would be really nice for astroid to ship with a keybindings file. I know you can use `devel/get_keys.py`, but if you installed astroid with a package manager you don't have this file. Ideally this is the file astroid reads from, meaning all bindings are present and uncommented.

Less optimum would be to have a command-line option to generate the file.
