[Bug][Dev Portal] Cannot access project upon creating new account

Issue description

Cannot see project after account creation.

Context for reproduction

I'm following API Quickstart tutorial here. After signing in, an organization is created along with a default-project.

But after clicking on the project, it shows error:

In browser console, it says:

TRPCClientError: Forbidden: Only super / viewer admins can query organization IDs from names
