Description
Describe the bug
When there is a synced pattern on a page and you create a translation for that page, the synced pattern can't copy over. I guess because it doesn't exist in the other language site.
I tried adding patterns as a 'translateable post type' in the multilingual press settings in network admin. But that doesn't seem to have enabled me to create linked translations of synced patterns.
To Reproduce
Steps to reproduce the behavior:
- create a post with some content in.
- select the content and go to options and select 'create pattern'
- give the pattern a name and click save (leaving 'synced' toggled on)
- go to the multilingual press panel at the bottom of the page and create a linked page in one of the other languages, copying the content over (select overwrite content of translated post with content of source post)
- go to the new translated post and see the blocks don't copy over
OR
- From the dashboard, go to Appearance > Editor > Patterns
- click add new pattern
- add content and save
- no options for multilingual press
this seems to be the same for patterns that are not synced.
Expected behaviour
when a user copies content into a translation - all of the content on the page should be copied over.
Actual behaviour
if that content is in a reusable pattern it doesn't copy over.

Additional context
This has come up in the context of the brandhub site which has a 'terms of reference' reusable pattern. (see the bottom of this page: https://brandhub.amnesty.org/templates-and-tools/social-media-templates/ )
