Task: Clean up spreadsheet #4
Description
As people resubmit contributions each quarter, they'll end up overwriting past rows. But the Apps Script just appends rows to the spreadsheet, so all the old rows are constantly being fetched whenever people open SunSET. It'd be nice to clean up the spreadsheet once in a while, and this could be easily be done with a dirty little script (and perhaps alongside #3)
