Hopper minecarts don't pick up all loose items through blocks.

In the latest version of minecraft, I can have a hopper in minecart moving between blocks and it will properly pick up all the loose items on top of the blocks above the minecart consistently, each time, as shown in this video

But in 1.7.10, the amount of items the hoppers pick up can be really inconsitent, and miss a large majority of items, like in this video

This can be a little problematic, as hopper minecarts are usually a really good way to collect items in modern farm designs, but with an issue such as this, it makes those designs, way worse. So I would really appreciate if minecart hoppers can be improved to act like they do in modern minecraft.
