Create generic hosted repository theme

Create a theme that can be used for all hosted repositories with only config changes, i.e. no copying and pasting the boilerplate theme to create a new theme each time. This would require some significant changes, including configurable options for:
- brand colours
- logo image
- background image
- about page content (a repo-hosted markdown file?)
- menu items (would require a new view)
- more
