Add risk factors layer to DRP map

We've been asked to add https://maps.commerce.alaska.gov/server/rest/services/Climate_Related/Statewide_Threat_Assessment_by_Community/MapServer to the DRP map. This requires NCEAS/metacatui#2137 and NCEAS/metacatui#2234.
