[BUG] Blank target causes config errors

Describe the problem

When setting the target to nothing for an individual item it causes a config error which then crashes Dashy if you try opening the interactive editor.

Is this intended? I thought that if you didn't set a target it would use the global default. It was working this way in the past.

Additional info

Example of the error in the logs:

28. /sections/2/items/0/target must be equal to one of the allowed values

Rolling back to 3.1.0 fixes the issue
