Cannot exclude App_Data from publishing

I've set up a site to publish to an Azure App Service, but I want the App_Data folder to be excluded as this includes files that change on production. I cannot see an option to exclude this folder, which means that whenever I publish the App_Data folder on production is overwritten by the development version.
