HBT Bulk Connection to Substrate Layout

Hi,
In QUCS-S, we see the HBT has 4 terminals - base, emitter, collector. In the layout rules, the bulk tie is shown as the outer ring of the HBT.
I saw in another issue, the Pcell of the hbt is already bulk tied to the ground upon placing the cell in the layout window. So my question is, do I need to manually connect the HBT to the substrate or is it by default connected? I saw ptap cells have been used for this purpose in different designs. However, what I did was to place contact on the bulk ring and drew metal 1 to ground pads.

Also in the layout rules - it is shown that contacts are drawn outside of the TRANS layer.
