JIRA specification comment areas updated for CDA Project

Added a comment area for a new spec called C-CDA Rubric Criteria (CDA-ccda-rubric-rules v1.1.0), updated the SPECS-CDA to include this new file.

Added a new version for C-CDA Companion Guide (CDA-ccda-two-one-companion v2.1.0.2); updated the default version, deprecated prior version.
