Only send a library refresh to Library Connector (komga) once the que is empty.

What is broken?

As of right now, every time a chapter is downloaded it always send a library refresh to the library connectors. It would be nice to limit that only once everything is downloaded.

There is bundling of notifications to 10 minute-interval at the moment.
In the future this will be a configurable setting.
