Allow to link to sections of the configuration

I had a configuration of an experiment I wanted to share with @franra9. I needed to share the REQUEST part of the configuration with him, and instinctively tried to click on the section name (e.g. "ENERGY_ONSHORE.3.GSVREQUEST" below), but that's not supported.

Would it be possible to implement this? I think the links must be full section names in AS (i.e. the longest name, to avoid conflicts with similar sections in other jobs, not just "GSVREQUEST").

I thought about using hash (#) to target the sections so they are focused once you go to the link like "share permalink". In this case, the link could be /experiment/<expid>/config#ENERGY_ONSHORE.3.GSVREQUEST so the page will scroll to that section once loaded.

This usually works better on server-side generated servers since the content is initially available but I think that with some javascript trick, it could work here too.

Anyway, I think it may be enough to do what is described in #245.

The anchor links, with the hash, works for me! If I have this feature, combined with the filter by text (that's also persisted in the URL query), that'd be really useful for sharing configuration snippets with others.
